An assessment of COMELEC’S readiness for the country’s first automated polls

This is the first Appraisal Report of the Automated Election System (AES) Watch (or "eyes watch") presented to the public and media during its launching-press conference on January 18, 2010 at the Club Filipino, Greenhills, San Juan. The report was done by a committee of IT advisers, academics, and governance advocates after two weeks of deliberations as well as months of monitoring and studies by groups that have signed up for the AES Watch citizens' pollwatch alliance.

The report was preceded by the AES Watch's presentation before the Joint Congressional Oversight Committee (JCOC) last Dec. 17, 2009 during which Congress leaders asked the Commission on Elections (Comelec) to reply to the group's 20 concerns related to the poll body's preparations for the May 10 automated elections. The next JCOC is scheduled on Jan. 27, 2010 at the Philippine Senate.
